Provides $300,000-$15 million to acquire land or water for public parks, develop new outdoor recreation spaces, or renovate existing facilities. Eligible projects include parks, trails, playgrounds, sports fields, water recreation facilities, conservation areas, community gardens, and similar outdoor amenities.

Kentucky applicants must submit their applications to the Department of Local Goverment (DLG). The DLG will review applications and forward to the federal agency for final review. Yes - ORLP provides up to 50% of eligible project costs, requiring a 1:1 match. Match may include state, local, private, or philanthropic funds as well as eligible in-kind contributions, land donations, and volunteer services. The match does not have to be fully secured at initial application, but applicants must provide a plan and finalize the match before award.

Eligibility Notes
Projects must be in a qualifying area: a Census-designated urban area with at least 25,000 people, or two or more adjacent urban areas with a combined population of at least 25,000. Certain abutting or partially overlapping sites may also qualify. Kentucky cities, counties, special-purpose districts, and other eligible state agencies apply as subrecipients through the Kentucky State Lead Agency. Nonprofits, for-profit organizations, businesses, and private landowners cannot apply directly or as subrecipients, although they may partner with eligible governments.
