Carmen Wampler-Collins is a seasoned nonprofit leader with experience in organizational and program development and management, grant writing, and fundraising. Focused on a mission to help non-profits achieve their goals and tell their stories, Carmen became a consultant in 2006, providing grant proposal writing and review, funding research, strategic planning support, and other writing services. Her other experience in Kentucky includes serving as the Executive Director at the Lexington Pride Center and as the Fundraising and Development Director at Frontier Housing in Morehead. Carmen has raised over $28 million in grant funding throughout her career from public and private sources.

Carmen studied at Smith College in Northampton, Massachusetts, majoring in Studio Art and Theatre. She also completed the Fundamentals of Fundraising Course at the Center on Philanthropy, Indiana University and Purdue University at Indianapolis, and CenterLink’s Executive Director Boot Camp.

She is a native of Eastern Kentucky, and after living elsewhere in Kentucky and beyond for over 30 years, returned to her hometown of Morehead. She enjoys spending time with her family, including her spouse and two adult sons. When not working, she focuses on other interests, including making art, writing, reading, and enjoying Kentucky’s forests, creeks, and caves.

Carmen excels at helping organizations develop programs on a range of issues, but has an abundance of experience in affordable housing, LGBTQ+ equity, poverty, the arts, and Appalachia. Successful federal grant sources include US Department of the Treasury, HUD, Rural Development, and the Office on Violence Against Women. Successful state-level grants include Kentucky Housing Corporation HOME and AHTF awards and a Kentucky Justice and Public Safety Cabinet VOCA award. Other funders include Federal Home Loan Bank of Cincinnati, Mary Reynolds Babcock Foundation, US Bancorp, Steele-Reese Foundation, W. Paul and Lucille Little Caudill Foundation, and JustFund KY, to name a few.
