Technical Assistance
Housing is a key component of economic mobility yet Housing affordability continues to be a challenge for many residents. NACo’s Counties for Housing Solutions (C4HS) program provides free three-month technical assistance sprints to address this challenge. In partnership with Smart Growth America, NACo has designed these fast-paced sprints to be high-intensity and implementation-focused with solutions that draw upon recommendations made by NACo’s 2023 Housing Task Force.Applications are currently open for NACo's third sprint, which will provide free virtual technical assistance to help counties assess and update their zoning codes to increase affordable Housing development and overall Housing supply. Participating counties are expected to be on track to formally adopt an amendment to their zoning code at the conclusion of the sprint.

Eligibility Notes
To participate in the sprint, teams should:· Be NACo members representing counties, parishes or boroughs.· Identify a lead team member, who must be an elected, appointed or career member of county government.· Identify two to four additional team members. Additional team members may be county employees, subject matter experts or outside stakeholders, including representatives of the economically distressed area targeted for Housing development (e.g., chief of staff, administrative officer, city official, department head, nonprofit leader, project manager, data analyst, city/regional planner, etc.).· Commit to fully participating in seven 90-minute weekly virtual meetings and three 60-minute office hour sessions for individual and county-specific team support.· Be willing to share interim progress and long-term outcomes of zoning strategies through follow-up sessions initiated by NACo staff during and after the conclusion of the sprint.
