ECMC Foundation says there is no deadline to submit a concept and that LOIs are accepted on a rolling basis. Full proposals are by invitation only after LOI review. ECMC says review of some initiative-aligned LOIs can take up to six weeks, and the full proposal process from first contact to board approval can take several months.

Eligible applicants include U.S. nonprofits registered as 501(c)(3) or 509(a)(1), (2), or (3), government entities, and postsecondary institutions and systems or their affiliated/supporting foundations. Ineligible requests include scholarships, endowments, political activity, lobbying, capital campaigns, fundraising, projects outside the U.S., most K–12 programming, postgraduate support, general operating support, and construction/equipment requests without a programmatic component.
