
The Appalachian Regional Commission (ARC) has released details about its POWER (Partnerships for Opportunity and Workforce and Economic Revitalization) Initiative for 2023.
POWER targets federal resources to bring economic diversification and new opportunities to Appalachian communities affected by job losses in coal mining, coal power plant operations, and coal-related supply chain industries.
ARC is making up to $65 million available in FY 2023 for POWER funding to leverage entrepreneurship, workforce development, infrastructure, agriculture, and other projects to enhance job training and reemployment opportunities, create jobs in existing or new industries, and attract new sources of private investment in coal-impacted communities.
Individual implementation grants are available in amounts between $400,000 and $1,500,000, with exceptions for broadband deployment projects, which have a range of $400,000 to $2,500,000.
In addition to implementation grants, ARC will also award smaller planning grants in amounts up to $50,000.

The maximum share of ARC assistance is determined by the ARC classification of the county (or all counties) served by the proposed activity. Applicants may request up to 80% of the total project cost when the county served by a project has been designated as economically “distressed” according to ARC’s FY 2023 classification.
